[Anthropic](https://www.anthropic.com/?ref=southeastasiaconnect.com) has opened an office in Singapore and signed a memorandum of understanding with the Ministry of Digital Development and Information (MDDI). The [14 October announcement](https://www.anthropic.com/news/singapore-office-opening?ref=southeastasiaconnect.com) adds a local base for the AI company alongside a framework for technical cooperation with the government. For organisations using Claude, the office brings Anthropic staff closer to Singapore customers; the MOU focuses on how powerful AI systems can be evaluated and used responsibly.

## What the agreement covers

MDDI Permanent Secretary Kai Fong Chng and Anthropic co-founder Ben Mann signed the MOU during Singapore International Cyber Week, according to Anthropic. It identifies AI safety, security and model evaluation; research on adoption and its effects; and responsible use in the public and private sectors as areas for cooperation. Anthropic says it plans technical exchanges with Singapore institutions on testing standards and incident response, as well as work on AI skills and adoption by smaller businesses. The announcement does not set dates or deliverables for those activities.

The parties have a prior working relationship. Anthropic joined the Infocomm Media Development Authority's Generative AI Evaluation Sandbox in 2023 and later worked on red-teaming in English, Mandarin, Malay and Tamil. The new agreement expands the scope of discussion rather than marking their first contact.

## What the office changes for users

Anthropic calls Singapore its fifth Asia-Pacific office and says its local team will work more closely with customers. It cites existing use of Claude at GovTech Singapore, DBS and Grab. These are company-reported examples of activity already under way, not results of the new office. For buyers and public agencies, the immediate practical change is a local team and a defined government cooperation channel; the impact of future testing, skills and adoption work will depend on what the partners put into operation.

The office is open and hiring, Anthropic says. Under the MOU it plans to share research and data with the government, including findings from its Economic Index, and offer technical and policy expertise as Singapore develops AI rules. These are proposed contributions, not rules already in force.
