Indonesia is large enough that “entering the market” is not a single operating decision. A founder or operator needs to decide who will contract with the customer, who will deliver the service, and which location or partner relationship gives the business enough control to learn without committing too broadly.

The official OSS portal describes the Nomor Induk Berusaha, or NIB, as an official business identity for starting or operating a business. It also describes a risk-based licensing system with four levels that determine the licences and obligations a business must meet. That makes the activity definition the first practical gate: the exact KBLI classification, ownership, location and operating scope affect what must be checked. This guide cannot prescribe the right licence, entity or tax treatment for a specific business.

For B2B teams, compare three routes. A local entity may improve contracting and delivery control, but it requires a fully understood compliance and operating plan. A distributor or strategic partner may provide local buyer access, but must be tested for customer ownership, reporting, service quality and exit rights. A validation phase can reduce commitment while the team learns, but it should not become an indefinite substitute for resolving the actual regulatory and contractual route.

Location is also an operating choice, not a branding choice. Jakarta can be relevant for national buyer access and coordination; another city may fit manufacturing, delivery, supply-chain or sector-specific needs better. The right test is whether the chosen location supports customer contact, key-hire access, partner supervision and realistic travel-to-service time.

## First 90 days

- Map the proposed activity to the exact commercial, delivery and contracting roles.
- Check the activity’s route through OSS before making commitments on timing or permissions.
- Diligence buyers, distributors and delivery partners for authority, references, data handling and service-control rights.
- Compare two feasible locations against customer proximity, talent, operating costs and escalation speed.
- Keep a dated list of unresolved tax, employment, ownership and sector-permission questions for qualified Indonesian advisers.

## Limitations

This is a practical planning guide, not legal, tax or investment advice. OSS information must be read against the business’s actual KBLI classification, ownership, location and activities. Tax and regulatory outcomes need current official and qualified local review.
