# Indonesia’s FLPP mass signing shows the scale of subsidised housing-finance rails

Indonesia’s government said it facilitated 62,710 units of Housing Financing Liquidity Facility, or FLPP, mortgages for low-income households during a third mass mortgage signing held in Batang District, Central Java. The program was carried out across 130 locations in 36 provinces, according to the report delivered at the event on July 30, 2026\. Housing and Settlement Minister Maruarar Sirait said there were 62,710 beneficiaries receiving subsidized housing through the program. The ceremony covered 62,000 units of subsidized housing mortgages and housing business credit, or KUR, totaling Rp880 billion, equivalent to US$47 million.

Sirait said the Batang event was a follow-up to the first and second mass signings for subsidized housing mortgages in 2025\. He also said FLPP disbursement over the 15 years from 2010 to 2025 reached its highest level in 2025, when subsidized housing mortgages totaled 278,000 units. That compared with 228,000 units in 2023, indicating a substantial rise in annual disbursement by 2025\. Heru Pudyo Nugroho, commissioner of the Public Housing Savings Management Agency, or BP Tapera, said the July 30 event was implemented simultaneously in at least 130 locations spanning 372 districts and cities in 36 provinces across Indonesia. He added that FLPP subsidized mortgage disbursement in 2026 had reached 118,756 housing units as of July 29, with a total value of Rp14.76 trillion, or US$794 million. Nugroho also said FLPP performance depended on collaborative support across the housing ecosystem, including ministries and institutions, regional governments, labor unions, professional associations, distribution partners, and 43 distributing banks.

According to Nugroho, those 43 distributing banks comprise 6 state-owned banks in the Himbara group, 34 regional development banks, and 3 private banks. He said the latest mass mortgage signing recorded the highest number of contracts compared with previous rounds, which he presented as evidence of BP Tapera’s continued commitment to expanding access to affordable housing finance.

The commercial relevance is the financing rail rather than the ceremony. The programme shows how public housing finance depends on distribution capacity across state-owned, regional and private banks, and whether that channel can reduce the backlog without creating execution or credit-quality strain.

The announcement came against the backdrop of a large national housing gap. The report cited Statistics Indonesia, or BPS, data showing a home ownership backlog of 9.6 million units by 2025\. It defined the housing backlog as the gap between the number of homes needed by the community and the number of homes available.
