As part of its investigation into transboundary haze in Singapore, the [National Environment Agency (NEA)](https://www.nea.gov.sg/?ref=southeastasiaconnect.com) served [information notices](https://www.nea.gov.sg/media/news/news/index/nea-serves-notices-to-10-singapore-based-companies?ref=southeastasiaconnect.com) on ten Singapore-registered palm-oil or forestry firms on 23 October. It wants records showing their links to associated companies in Singapore and Indonesia, the locations of Indonesian land concessions and fire-prevention or firefighting measures they or related companies took during this dry season. The requests seek evidence; they do not establish that any named firm caused the haze.

## What the information notices cover

NEA said the ten companies are in the palm-oil or forestry business. They own land concessions in Indonesia or have related companies with such concessions. The agency is seeking information on links with associated companies in Singapore and Indonesia, the locations of land concessions, and measures taken to prevent fires or fight them during the current dry season.

The Singapore-registered companies named by NEA are Asia Pulp & Paper Company Limited, Asia Pulp & Paper Company (China) Limited, Bumitama Agri Ltd, Golden Agri International Pte Ltd, First Resources Ltd, Indofood Agri Resources Ltd, Kencana Agri Ltd, TSH Global Plantation Pte Ltd, TSH Oversea Pte Ltd and Wilmar International Ltd. NEA's statement does not specify an individual deadline for each company's response.

## A different notice from the earlier Indonesian actions

The 23 October information demands follow separate preventive-measure notices that NEA sent under Section 9 of the Transboundary Haze Pollution Act. Seven Indonesian companies received those notices on 16 October in connection with fires in Sumatra; three more received them on 19 October in connection with fires in Kalimantan.

Those Section 9 notices require the Indonesian companies to deploy personnel to extinguish or prevent the spread of fires on relevant land, stop or avoid burning, and submit an action plan. By contrast, the Section 10 notices to the Singapore-registered companies require relevant documents and information for an investigation. The two sets of notices apply to different named companies and place different demands on them.
