In its [9 October announcement](https://www.dof.gov.ph/clean-and-accessible-water-for-filipinos-in-underserved-areas-with-eur212-7-million-world-bank-financing/?ref=southeastasiaconnect.com), the [Philippine Department of Finance](https://www.dof.gov.ph/?ref=southeastasiaconnect.com) said it had secured €212.7 million, about ₱14.98 billion, in World Bank–IBRD financing for the Accelerated Water and Sanitation Project in Selected Areas (AWSPSA). AWSPSA is the first phase of a wider programme, with the financed work focused on Bohol, Siargao and Sulu. For water utilities and infrastructure firms, the announcement identifies financing for a package that joins bulk supply, sanitation and local service capacity; it does not mark completed facilities.

## How the financing fits the project

The World Bank approved AWSPSA on 31 July 2026 as Phase 1 of a wider multiphase programme for water security and resilience in East Asia and the Pacific. In July it put AWSPSA's total cost at US$268.62 million and expected World Bank financing at US$250.87 million. Those figures describe the approved project; the October department release separately reports €212.7 million of secured IBRD financing. The announcements use different currencies and address different financing stages, so the figures should not be treated as interchangeable.

The Department of Public Works and Highways and the Department of the Interior and Local Government are the implementing agencies. The finance department names a bulk water supply system, a septage treatment plant and water, sanitation and hygiene facilities for the selected areas. These assets connect the supply side of water service with treatment and basic sanitation, rather than funding a single stand-alone facility.

## Why these island areas and assets matter

The World Bank describes AWSPSA as spanning water-source development, climate-resilient storage and distribution, sanitation, and support for local service providers. It says project selection considered water-access gaps, exposure to droughts and floods, and implementation readiness such as available studies, permits and local government support. Its July release names Bohol, Siargao and Jolo; the October finance department announcement describes the financing geography as Bohol, Siargao and Sulu.

The design is relevant to households, public facilities and tourism operators that depend on dependable water and sanitation. It also gives engineering and utility businesses a more specific view of the work: source and bulk-supply assets, networks, septage treatment, WASH facilities and institutional support. Financing is a material step toward implementation, while actual procurement, construction and service gains still lie ahead.
