# Thailand’s third FastPass batch links a US$3.66 billion industrial pipeline to IPO incentives

Thailand’s [Board of Investment](https://www.boi.go.th/index.php?page=index&language=en&ref=southeastasiaconnect.com) has approved a third FastPass batch covering 17 investments from 15 companies, worth 121 billion baht, or about US$3.66 billion. Announced on 11 September, the batch sits alongside new BOI-to-IPO incentives intended to help eligible promoted companies raise growth capital. The measures connect two separate stages of investment: getting strategic projects through permits and giving established operators a route towards Thailand’s public markets.

## Electronics dominates the new batch

Ten of the 17 projects are in electronics and electrical components. BOI valued those investments at 83.92 billion baht, nearly 70 per cent of the latest batch. The remaining seven cover high-grade processed food worth 24.34 billion baht, pet nutrition worth 8.80 billion baht, and precision machinery and automotive parts worth 4.36 billion baht. BOI expects the full batch to create more than 14,000 jobs, although both the investment and employment numbers describe approved plans rather than completed facilities.

Across all three FastPass intakes, BOI now counts 42 strategic projects worth 344 billion baht and an expected 27,000 skilled positions. The first two intakes covered 25 projects from 23 companies worth more than 223 billion baht. All 25 have received investment-promotion approval, 19 have investment certificates and 11 have completed every required permit within the service-level window. BOI said projects in the pipeline have invested more than 21 billion baht so far.

## FastPass targets the gap between approval and commissioning

FastPass applies service-level agreements across state agencies so licensing bottlenecks can be identified and resolved as a project moves towards plant commissioning. The latest policy shift also changes how BOI says it will judge success. Its strategic indicators include domestic value added, integration of small and medium-sized suppliers, high-skill jobs, research and development, technology transfer and capital-market links. Operational indicators will track the conversion of approvals into realised investment and the speed of approvals.

## BOI-to-IPO adds a capital-market route

The BOI-to-IPO initiative brings the investment agency together with Thailand’s Securities and Exchange Commission and Stock Exchange. BOI says the SEC has shortened its IPO approval timeline, while the exchange is easing market-capitalisation and track-record requirements for New Economy listings and adding a route for BOI- and Eastern Economic Corridor-promoted companies. Eligibility and an adjusted process do not guarantee that a company will list or raise capital.

Companies certified as New Economy businesses and listed on the SET, Market for Alternative Investment or LiVEx can receive up to three additional tax-free years or a 50 per cent corporate-tax reduction for five years. Other promoted companies can receive up to two additional tax-free years or a 50 per cent reduction for three years. These benefits extend an existing promotion; they are not a substitute for exchange approval, investor demand or public-company disclosure.

## The delivery evidence to follow

For manufacturers, suppliers and investors, the useful signal is the attempt to join permitting, domestic industrial value and later-stage financing in one policy chain. The evidence will arrive in stages: certificates and permits, capital actually deployed, factories commissioned, local suppliers contracted, skilled roles filled and promoted companies that complete listings. BOI has supplied partial progress for the first two batches; comparable reporting on the third will show whether the larger pipeline moves beyond approval at the promised pace.

## What we checked

BOI’s 11 September release supplies the project counts, investment values, expected jobs, permitting progress and proposed listing incentives. Those figures distinguish approved plans and agency expectations from capital already invested or projects already commissioned.
