MAS proposes insurer capital changes alongside S$30m grant
The Singapore capability funding is separate from lower capital charges still under consultation through 18 December.

Singapore's Monetary Authority has set aside S$30 million to help insurers build infrastructure-investment capabilities while proposing lower capital charges for certain qualifying investments, The Business Times reported on 2 November. The grant is a capability measure; the capital treatments are proposals, not new rules already in force.
The grant would help insurers build dedicated teams, strengthen staff skills and engage professional services for infrastructure investment. For Singapore insurers, the near-term question is whether to develop those capabilities as the regulator consults on the proposed framework. The report does not establish any grant awards or new financing volume.
The consultation covers rated infrastructure debt, certain infrastructure equity and debt with risk-mitigating features, and qualifying senior securitisation tranches. Comments are due by 18 December 2026. Insurers assessing these assets would still need to review the qualifying conditions and wait for any final capital-rule decision.
