The Asian Development Bank says it has signed a $100 million loan with Ho Chi Minh City Development Joint Stock Commercial Bank, or HDBank, to expand finance for micro, small and medium-sized enterprises in Viet Nam, with a focus on women-owned businesses.

How the facility is structured

ADB says at least 40% of its financing will be directed to women-owned MSMEs. The proceeds are to support HDBank’s medium- to long-term lending and be on-lent to eligible businesses under the bank’s sustainable-finance framework.

Acting with Standard Chartered Bank Singapore, ADB says it brought together 29 commercial banks to mobilise another $621 million for HDBank. The release also says technical assistance will support tailored financial products and financial inclusion.

Claim boundary

The release proves the signed facility, allocation target and mobilised financing. It does not yet establish how many businesses will receive loans, their terms, repayment performance or the economic outcomes of the lending.
