Vietnam’s Resolution No. 66.22/2026/NQ-CP takes effect on 15 August, expanding the national digital-identity system into a wider platform for public services and lawful payments. The effective date gives a current trigger to a resolution issued in July and puts digital public infrastructure on the operating agenda for fintech, identity and government-service providers.
What the digital-identity layer is meant to provide
The government says the system will provide access to citizens’ digital data, electronic identification and authentication, and free public digital-signature certification for individuals using online public services and administrative procedures. The resolution says payment accounts, e-wallets, bank cards and mobile-money accounts can be linked to facilitate payments for public services, social-security disbursements and other lawful transactions. That is a policy function for the platform, not evidence that every payment provider is already connected.
Why payment links matter to operators
Vietnam assigns operation of the electronic identification and authentication system to the Department of Administrative Management of Social Order under the Ministry of Public Security. The same department is responsible for managing and developing the national digital-identity system.
What remains unresolved
For Vietnam’s digital economy, the immediate significance is the potential convergence of identity, signatures, public-service access and payments in one state-backed layer. Banks, wallets, mobile-money providers and software integrators may need to assess interoperability, permissioning, authentication and support requirements as implementation details emerge.
The government explainer does not publish technical interfaces, provider-onboarding rules, service-level targets or commercial terms. It also does not say every citizen or business will adopt every function when the resolution takes effect, so implementation progress needs separate evidence.
